trying to get an rtx 2060 super but want to know what is best one for sound on 100% load?

None. These cards are equipped with fans that run over 2000rpms, and there's nothing 'quiet' about that.

A couple tips for keeping gpu noise low:
-likely the most important tip: have good case cooling so you're maximizing the airflow to the gpu
-set your own fan curve via software like Msi Afterburner and EVGA Precision X
-the 3-fan models will have an edge over 2-fan ones at the lower rpms; they don't have to spin as fast at the same level of cooling - this is dependent on case cooling and gpu power consumption: for example, a triple fan 2080 Super is going to be loud regardless, unless you water cool it.
