What is my GPU doing???

I just got my brand new GPU and after uninstalling all the old drivers and making sure all connections are correctly set up I am still having an issue....

My problem is this. After all display drivers are installed it still only runs at 150GHZ of memory clock. The other issue is it only runs at 300 clock speed. It is a brand new R9 290x, can anyone help me with this issue? Maybe I am missing something? I have a 850 watt PSU and an FX8120 (soon to be replaced.) However I have never seen this. I don't know what to do.... about to fully format the whole computer and restart all my program files.... Anyone have any thoughts or knowledge of what is going on? Please help!!
 


Just the generic catalyst app. don't know of another that I can cross reference with. All the drivers are up to date and about 30 minutes ago my GPU hit over heat so I shut it down. Waited about 10 minutes, started it back up, then found out the fan stays at 30%, Problem there is fan speed isn't working, so the fans even at full fan speed aren't actually spinning faster. and catalyst for some reason every time I try and "apply" settings to manual fan control it unchecks the overdrive option an unchecks the manual fan control option. I am at a loss for that I can do at this point. GPU hit 122C and I am not trying to push it past the 94-95C target temp. all I can say, is I cant find anything online about either faulty fans or manual fan control just unchecking itself. Or at least not much.... I am about to just send it back. just frustrated is all.... Sorry got carried away, yes it is at idle, just my last card ran at max clock speeds all the time. so... this is a new world to me that it changes as load becomes more demanding I guess? been kinda scared to even try and play a game, being the fact that it hit that high temp just sitting on desktop with nothing else running.
 
At idle it will run slower, memory included. Run GPU-Z, click the "?" next to "bus Interface", and run the render test. Switch to the "sensors" tab and watch the clocks. The clocks should speed up to their max.

What make/model PSU do you have?
Do you have enough airflow in the case for the 300W gfx card? I had one and they run extremely hot.
 


I have a Thermaltake 850watt PSU. And I have plenty of airflow thru the case. 3 fans in the front blowing in and 2 Blowing out the back. 2 of the 3 front ones feed cool air to both my GPU and PSU. The third was just an extra that I threw in because more cool air is better. But the PSU seems to run everything fine, just gonna have to try that GPU-Z program. see what it comes up with.

 


Without taking it out, (which I currently don't have time for, I can update tomorrow after work) I cant see the model type. I bought it close to 6 years abo though, and it had just come out. But if you need me to I can find the model tomorrow after work and let you know. If it is the "TR2" would that be the reason I cannot see fan increases? or why I am scared to put it under pressure, or because it overheat during just looking at "idle" or desktop? if I need to get a new PSU that is fine.... will take me a few months to save for it, however if that's the case its not the end of the world I guess... but I will for sure update tomorrow ASAP.
 

If it doesn't pass the little GPU-Z test I metioned above, and the PSU is the TR-2, that would be my next thought. The TR-2 line is one of the worse. It is in the last tier here: https://community.newegg.com/eggxpert/computer_hardware/f/135081/t/45344.aspx?Redirected=true

Either way, that is not the PSU to be using with that 300W furnace of a gfx card. I used to have one. A factory OC'ed Asus. It ran hot and needed lots of power.
