What is off set mode?

i OC my fx4100 to 4.5 with load line calibration off and no offset mode. i get a vdroop from 1.47 to 1.45 at full load. does that sound safe to you? also would it be better to use offset mode?

Offset mode allows the cpu to drop voltage at idle. I have my 8120 at 1.344v at 4.7 ghz. Idle voltage is 0.95
