Question What is that flicker?

Hello! I think i have an issue with my samsung 24 inch monitor? The part marked up in the picture here View: http://imgur.com/a/6Xqnlaf

Has this weird pixelated area that looks as if the screen was hit with something? It only appears on the desktop too and if my head is staying still its not there but if i move my eyes or head a little i can see it flickering like static or such. And no my eyes are fine other family members see it too. Is that a bug or a glitch? I remember it happening like a year ago (i had no internet to ask around) and it went away minutes or an hour after. I was playing Resident Evil 6 peacefully and got bored so closed the game and voilla it appeared. Any ideas?
 
If you restart your pc and go to bios screen is it still there?

Nope i just tried and it isnt there its just on the desktop , i opened a game (same game) and tried nope not there. I left the desktop open for around 10 minutes and it was gone..idk what that is but it was only on desktop and file manager not in games or startup screen or bios
 
So if it isn't on screen in other uses it is a lingering software issue. Which is good news because your monitor isn't broken. Check task manager and see if something is running in background, or if you remember what program you were using before spots appeared.

The only thing that was open is Resident Evil 6 , i tried euro truck simulator 2 and shut it down to see if it would return then nothing i tried cyberpunk 2077 and nothing as well. This cant be the gpu right? The temps are fine and there is no throttling or stuttering or artifacts in games.
