What is the best AIO watercooler?

Hi.

So, i'm going to build a PC with a Core i7-6700, and what's the best cooler from 120mm to 240mm? Max. 130 dollars. - Efficiency, power, noise, cost - I am going to use a SFF case (ITX).

I have taken a look at the Fractal Design Kelvin T12, and it looks good. Is it? It's kinda expensive...

Help, please.

What case will you be using?
The best water cooler is no water cooler.
Air will be cheaper, quieter, more reliable, and cool equally well.
The i7-6700 can not be overclocked and needs no more than the stock cooler.
If you want, look for a air cooler with a 120mm fan that will fit in your case. ITX cases often have cooler height limits.
