What is the best build for my budget

i3 6100 with GTX 960
i3 6100 with R9 380

FX 6300 with GTX 960
FX 6300 with R9 380

I considering power effienciency. Is R9 380 worth the higher power consumption?
Any other suggestions cpus and gpus?

If it were a 380X, it would be worth it, but from what you have here:

i3 6100 with GTX 960 hands down, no contest. I'd wait a couple weeks to see where the RX480 lands, since it will be around the same price as the 960, but between the CPUs, the i3 is a bit better than the 6300.
