I want some suggestion for best cpu and gpu combo or any APU under 15k:-

1. For gaming only
2. For video editing purpose

Both are APUs with the strongest available igpu, Vega 11.

Should I consider i3 9100f and gt 1030?
B'coz 750ti is not available in the market and 1050ti costs around 11k or should I go with 3400g?

The performance difference between 9100F + GT 1030 and Ryzen 2400g is negligible. After that:

2400g
+You have upgrade options later on with the 2400g without changing the motherboard and ram.
-Ryzen APU is sensitive to ram speed, and runs more smoothly on 3000-3733mhz ram.

9100F + GT 1030
+GT 1030 isn't sensitive to ram speed, so you can get away with a slower, and cheaper ram kit.
-There's no real upgrade path with the 9100F, so the next time you're looking to move up, you'll likely be looking at changing the motherboard and ram.

The 2400g would cost more up-front, because of the preference for faster ram, while the 9100F + GT 1030 combo will cost more in the long run, due to having no cpu upgrade path.

The 3400g is essentially the same as the 2400g, but with slightly higher clocks. I don't believe that difference is going to be worth some 3000 Rupees.
Go with the 2400g. I was showing them both because those were your best options for APUs.
