Hard to recommend anything at that price point-you may as well be using integrated graphics. If your budget is strictly set at this point go for what TechInAZ said otherwise try to find a deal on a second hand 550/ti or even better 750/ti

Well I live in Bosnia and I cant buy from ebay.Bosnia has a website like ebay but there is not a lot of gpus that are cheap on there so...

That should work. For just full 1080P videos at the most.

What are you doing with the PC this GPU is going into? I hope it's not gaming, because any card for $30 is going to make it nearly impossible to game. Depends though, on what games you play.

Without knowing much about your system, I'd suggest an HD 7570 DDR5 card. You will need to find one used. Of new cards, a GT 730 DDR5 is the closest thing to fit those requirements.

Don't waste money on a DDR3 card for anything except basic computing. Those cards are not suitable for gaming, unless you play really old games.

Better for what? The problem with asking 'which one is better?' is how the heck are we supposed to know what you mean by 'better'? We don't know what you're going to do with it. We don't know what kind of system you have. We don't know how much you would have to spend on each of these cards.

Its the best GPU ever released. It can play Crysis! Totally maxed out at 10k I might add.

Thats a joke. Its obviously not very good unless you want to play games from years before it was made. Probably couldn't play new games at medium when it was first released. GPUs like that are really no good, only mean for getting video out of a computer and not much else. Not for modern gaming at all, or modern when it was released either.

HD 6450 definitely, the HD 8470 is a DDR3 card while the 6450 is GDDR5, so it will definitely perform faster.

But this hd 6450 is ddr3

Okay, then the HD 8470, it seems to perform 10% better than the 6450 so it's worth it. Plus you're going to need that extra Vram.

What about 8800gt?

That one is way older than the HD 8470, however it's not a bad card and actually performs better than the 8470.
Make sure you're getting a 1 gig version since 512 MB won't be enough.
