What is the best graphics card I can get for $40?

I making a budget build and need a cheap $40 graphics card. I will be using it for some gaming, but not anything graphically intense like Crysis 3. So what is the best graphics card for around $40 and what settings will I be abale to play games on?

GPUboss gives completely reliable information. Their information is 100% accurate. It's just that the only raw specs they compare aren't actually that useful to determining real-world gaming performance, because the architecture of the card isn't accounted for.
 
There are some things that are so far off, that you can reliable discern whether a card will give similar performance or not. Even though the architecture is not accounted for, if everything across the board is twice as good as the compared card, it's impossible for them to be similar. The amount of FLOPS on itself for example, does not guarantee that a card performs better. There are cards with lower FLOPS that outperform their counterparts with higher flops. But combined with the amount of ROPs, pixel rate and bandwidth, you can quite easily discern which card is faster. Especially if they are from the same manufacturer.
 
Geforce GT 610 is the best graphics card available in range it can handle almost all games(but don't expect it to be maxed out)
it is a low end gaming card that is around $ 40

You can also go for ATI HD 5450 which is priced equivalent

I've found some jewels on CL. A GTX 560 for like $60 OBO. An HD 7770 for like $50. You'd be crazy to buy new retail because for $40 you wouldn't even get a PCI card these days. Check eBay. You'd find good deals on there for decent cards. You can't argue with that.
