I am looking for the Best Graphics that are on the market right now, I will be using this card for Skyrim, Heavily modded on about 250 - 300 mods and a HEAVY ENB while keeping it at 60fps.
Well best reasonable is the 980. Overall, the 295x2 . With the 500$ price drop, it is really killing it. Also, I like the r9 290. Not as fast, but only around 300$. Holy sh**.
But tell me this, I noticed three problems, Bitrate, Lower than the 780 Ti, Ram might be 1 gig higher but in half and half situations it can be better or worse, And the CUDA Cores... A lot lower... The 780 Ti seems to still trump the 980, It's like Nvidia is going backwards... Any proof to say i'm wrong with physical facts?

Those facts you listed don;t really matter. yes they are facts but they matter less than you think. In most games the 980 is right on par with the 780ti. Some games go wither way.
It is like claiming one car is faster because it has a V8 while the other car has a V6. Without knowing anything about the rest of the cars or more engine specs, you cannot even begin to make that claim.
What you are saying is comparable to saying a Sandy Bridge i5 at 3.8ghz will game better than a Haswell i5 at 3.4ghz. There is alot more to it than that.
I posted the benchmarks because Skyrim was mentioned explicitly and, while there are many technical differences in the cards, the benchmarks show that in real-life use the GTX beats the 780ti when playing Skyrim which seemed to be what the OP was after.
When we get into cost/benefit analysis things may be different. Cost alone is not enough,however, we need to think of the supporting cast. The GTX has a very low TDP for a card of that graphic power and that can translate into many little savings and some practical benefits in case choice and placement.
