What is the best rig for latest games?

Core i3 4150,amd r9 280(overclocked),8gb ram vs core i5 4590,amd r9 270(overclocked), 8gb ram so what will perform well for gta v etc. [Processor vs gpu]

Why do you suggest me the first?

Because the 280 is the faster gpu. 4150 is half the price of the 4590 but performance wont be halved so from a cost performance standpoint the 4150 is better choice. If money however is not an issue get the 280 and 4590.
