what is the cheapest i7 pc build for gaming?

hello all im building a pc for my friend but he only has $1000 and needs the i7 for his games design software like Unreal 4, adobe apps and some games like bf4.
I was wondering what is the best i7 build for him give the price point at $1000.
doesnt matter about it being a small pc or large

I have a 2nd gen i7 with a 780ti which is amazing for gaming, I get similar benchmarks as reviews that use newer CPU's but I think the only issue is that the price from a 2nd 3rd or 4th gen i7 don't vary that much so most people get either 3rd or 4th gen because the price is so similar.
