Question:

What is the difference between these two NVMe SSD drives?

PCIe Gen3x2 NVMe M.2 SSD & PCIe Gen3x4 NVMe M.2 SSD

Are these two completely unrelated PCIe cards, or are they cross-compatible? Which is the better or advantage of the two SSDs (3x2 and 3x4)?

So Essentially, I could run either m.2 and what is comes down to is performance and price.? Is this correct? m.2 3x4 would be faster than the 3x2. So, I should be able to get a Samsung EVO 960 PCIe NVMe m.2 and it should be able to work effectively?

 
Most NVMe PCIe modern motherboards sockets and SSDs on the market are rated for PCIe 3.0X4 (M key), you can run your SSD at PCIe 3.0X4, or you can elect running it at PCI 3.0x2 in certain cases for bandwidth considerations to avoid having some sata ports getting disabled by motherboard (refer to specific motherboard manual).
