[SOLVED] What is the difference in manufacture parts of these Ryzen 3700x and why one is expensive than the other?

I was just curious is there any difference between the 2 or they are same?

One top one is for the Chinese market and the other is more the normal stock. I would think there is difference in the CPU itself other than minor specification changes but ckeckif both come with the cooler and if in doubt go for Nr.2.
