What is the effect of a shorted chipset?

I finished building my pc last night, before finishing it it would boot up, start windows then say error no cpu fan( I know I shouldn't have done this and will not do so again). I finished installing the cpu cooler last night and when i turn on the pc it gives no visual output and after a short period of time, maybe ten seconds, it turns off. If I turn it on straight away after it turns itself off it turns itself of faster than before. I examined everywhere and found a bit of thermal paste outside of the chipset top bit, and I wonder if this has shorted. It is not anything to do with the socket as there is not thermal paste anywhere near the edges as i did not tighten it enough and the socket itself is fine. The components themselves all light up with leds - ram, gpu, mobo, the disk drive starts whirring, the fans work and the on and off button on my cases leds light up. I don't think this is a short circuit but I don't know. This is why I am asking what would be the effect if I had shorted the chip set? Any other advice on what to do would be welcome. Thank you.

I have been doing more research on this and think that it might be shorting through the metal CPU cooler touching the metalic components around the mobo. I think that this is possible but I don't know.

Some of the LEDs might be on due to them getting power but I don't think the chipset would be fried from thermal paste.
Good thermal paste does not conduct electricity so it's unlikely to short anything.
This obviously causes a problem if it gets between things that are meant to conduct i.e. onto pins or into a socket.

So it sounds like the paste spill is not your issue. It does however sound like something is possibly shorting. Check all places where you've screwed the mobo in, check all header connectors. make sure nothing is touching the case.
 


Thank you for the swift response. Just to clarify, by not booting do you mean none of the leds etc. would turn on or no visual output would be given. For me no visual output is given, but everything turns on. Sorry if I am being stupid. Thank you again

Thank you very much, you've been really helful. I guess now ill go breadboard and try to diagnose the problem...
