Question What is the issue with the 3.3v

The psu is a Cooler master 450watt silent pro Gold Product number RS-450-80GA-33 This was purchased used a few days ago so I don't know the age

So is it reporting correctly and safe to use ?
Well, those cheap testers only check for voltage under no load. So it's more like checking to see if all fingers are present than if they can play a piano. If the voltages are out of spec it will sound a buzzer. Perhaps you should at least read the seller's description if it was too cheap to come with a manual.

If you have plugged a Molex into it and 3.3v doesn't light up, that's normal as those have no orange wire.
If your PSU's SATA power connectors have the orange wire, then the 3.3v LED should light but that means any modern SATA drive with power disable feature will fail to work when plugged into that cable, unless you cut the wire. Or just use a Molex-to-SATA power adapter.
If you plug the SATA connector into it and the 3.3v doesn't light up, that means it is compatible with modern SATA drives.
