What is the minimum voltage needed by a HDD or SSD?

Been scratching my head about this for a while now. Anything that I plug on the other SATA power of my PSU just goes haywire. My father said the PSU is just fine and does not need to be replaced but I am being skeptical about that.

5VDC (and 12VDC for 3.5in drives) has been standard for ages. Check the voltage under load with good volt-meter.

Edit: Oops... Forgot these 3.3VDC...

Its a generic one. Was planning to replace it but when I unplugged the 24-pin from the motherboard, I discovered that some of the pins have melted and made replacement impossible
