i was able to get an impressive 100 MB/sec download/270 MB/sec upload throughput on Kaspersky on Speedtest, but,....exhausted my 200 MB free allotment during the 10 second test, however.

Unfortunately, (and understandably) you have not defined the terms "maximum security" nor "best".

Who (or what) do you seek maximum security from? Hackers? Neighbors? Family & acquaintances? Your government? Nearly all VPN providers offer levels of encryption that only nation states would have a chance to decrypt.

Are you concerned your new VPN, ISP, or others, would regularly report your extra encryption usage to law enforcement or security/political authorities?

Is the number and geographic location of the VPN's portals important to you?

Would fine grain records keeping of your VPN usage cause you any, some, or great concern?

Are you willing to pay for VPN services? Would the tracing of such payments (back to you) cause you any level of concern?

Still, that's not specifying any requirements.

Given an https connection between your PC and whatever server you're talking to...that is encrypted. No one can interpret the data stream out into any 'data'.
With or without going through a VPN.

X VPN is the best, its free and if u want u can pay for it, also if u are looking for a security thing for ur pc get norton symnatic full protection it is worth it.
