What is the normal CPU usage at idle and how to reduce it?

Title says it all, some people say 5-10% while others say 1-2% and I am confused by this. Main reason im asking is because I can't run GTA V due to CPU usage being at 100%, so I would like to know how to reduce it to the 1-2% on idle like others say.

As you can see it stays at 4%, reason why im using gamingapp is because it keeps my card at OC mode and I don't know how to do that without the app.

^ What he said, load up GTA and screenshot the CPU usage while the game is running. GTA is a reasonably difficult game and very demanding on the CPU, and if you have the settings maxed out, it has a LOT of stuff for the CPU to calculate for the GPU to render.

Some people have suggested the following:

1) Start the game, then get to the task manager and end the 'GTA V Launcher' process.
2) Set the processor affinity for a specific core. Launch the game, get to the task manager, right click, set 'affinity'... (or google how to do that).
 


If I close the Gaming app, it will stop the card running on OC mode. I don't monitor anything using it such as the OSD, because it takes takes up more CPU usage. I always keep task manager closed when doing something.
 


when you say set the processor affinity fora specific core, which application are you referring to? I already set priorities for GTA.exe to high and have nothing else running in the background, still I keep getting stutterings because of 100% CPU usage...
