What is the problem if you are able to ping ip but cant connect to url?

Being able to ping just tells you there is a device on the other end, it doesn't tell you what the device is. If it's a computer, it doesn't mean there is a web server on it and if there is, it might possibly not be running at the time or a firewall may be blocking port 80 on their end. It could be many things.

From my experience. If you can ping the IP but can't resolve a hostname it's a DNS problem. Try pinging yahoo.com and see if you receive the same results as if you ping 72.30.38.140 (yahoos IP).

One thing you can try is to point your DNS to 4.2.2.2 (Verizon DNS). See if that fixes the problem. If it does you have an issue with your DNS
