What is the thin clear pastic sheet that covers the outer circuit of a hard drive?

I just took out the HDD on my laptop and noticed a layer of removable plastic that is attached to the circuit side of the hard drive.

I just bought a ssd for my laptop. Do I still need to stick that plastic on bottom side of SSD?
 
Solution
No that plastic was to prevent electrical arcing and damaging the HDD or motherboard. the SSD is fully in cased and no need for it. keep it tho just incase you put a standard HDD back in.


Well the plastic cover is attached to the outer shell that need to be screwed in with SDD before put back in. I guess I have no choice but to stick the cover to SSD.
