What is this communications tower

There are several of these monster (about 6 feet in diameter) towers going up in Ottawa.
Does any one know what they are for?

There are similar towers here that are cell phone towers. The antennas are all "hidden" behind fiberglass panels so that it looks like a pole rather than an antenna farm.

That is a communications tower. Maybe getting ready for 5G

We have tons of cellphone towers in Ottawa but these are radically different. They all have big white shacks at their bases (probably containing a backup generator among other things).
They are all the same height too.
Unlike some of the cellphone towers around here, especially in the country.
There is a Bell tower 2-3 miles from my house that has to be 200 feet tall and another Rogers tower near the end of my street that is only 100 feet tall. Of course we are on a ridge so maybe that accounts for it.

That brown building behind it is a Bell Canada building.

Well it's not a cell tower if that map is accurate. There is one at the corner of Moodie Drive and the 417 (see attachment) and it's been there since September. (approximate location of red circle).
