Probably a BIOS switch. Simply a switch between profiles/settings. There's probably a "boost" profile and a "quiet" profile set by default.
You can test both profiles, but be sure to only flip the switch when your computer is turned off. Usually the differences in profiles is marginal, in most cases the quiet profile isn't actually quieter than the boost profile. See what works best for you.
It would be 1 of 2 things
Either a silent-performance mode (basically a fan profile + slight overclock)
or
A different BIOS for more performance.
