What is wrong with my computer?

So, i like to think most issues i've ever had to deal with i've been able to figure out, but this i just don't understand at all, and it's been an issue for 6 months now.

First off, i am 100% certain it's an issue from reverting back to windows 7 from 10, as that's when my problems started. To list all the issues:

1. I cannot upgrade to windows 10 anymore. It gives me the option to upgrade, then downloads the upgrade, then restarts the computer when it's ready, then does nothing.

It doesn't attempt to start the installation it just starts up as usual, then asks me if i want to download the windows 10 upgrade again. This continues in a never ending cycle.

2. Some third party programs have stopped working, such as steam achievement manager, sharp keys, idle master and a few others. One thing these all have in common is they require .NET framework to run, so this leads me to believe something is wrong there. Which is continued in point 3.

3. All games that say they require .NET framework do not work, this include titles such as space engineers and stardew valley.

So i don't know enough about computers to know if .NET not working correctly could cause these problems, but everything seems to point towards it.

However, when i delete and freshly install the .NET framework, these problems still persist. Which makes me think i'm wrong in thinking it's an issue with the .NET framework, but if i am i have no idea at all what is wrong with my computer.

Any help would be much appreciated. Thanks.

So i finally fixed it. My .NET framework was indeed the issue for most of the problems, aswell as the XNA framework. I downloaded a tool that wiped all traces of it clean and installed the latest one, which fixed the 3rd party program and game issues, for some reason regular un-installation wasn't enough. For windows 10 from what i understand when i clicked install on my desktop it must have been downloading onto a few corrupt files, i downloaded it directly from their website and it worked.

You could try building a bootable ISO of Windows 10 either to a DVD or flash drive and upgrading from that boot disk or you could wipe and reload Windows 7 and manually upgrade. I know that's not what you want to hear but when you consider how much time you've spent tinkering with it, it's time to bite the bullet no matter how annoying it is.

If you do reload Windows 7, I recommend downloading Chipset and NIC drivers for your system to a flash drive in advance just in case it doesn't function after the reload.
