IT MEANS IF I ONLY FORMAT MY C: DRIVE DURING INSTALLION MY 64 BIT OS FULL INSTALLED AND IT SHOWS X64-BASED PC

Yes. If you format the former 32-bit C: drive and overwrite (format) it and install the 64-bit version of Windows, this will be true.
