What is your recommendation

What is the sweetspot(not over spending) for 1080p ultra 144fps for games like max payne 3, gta v, csgo, fallout 4. Or to simplified it,modern open world / competitive fps

Not sure about GTA V, it is CPU hungry game... For general 1080p 144Hz -> I5-8600k + Cryorig H5 + Z370 MB + GTX 1070. To save some money -> I5-8400/8500/8600 + B360 MB + GTX 1070

that is exactly like my plan(the non k) but if i go for 1070ti, how many fps will it increase and how long do you think i can play at ultra

For cpu intensive games, you want the 8600K and overclock it.
You will get some 30% more cpu performance.
You need a Z370 based motherboard.
A decent air cooler is all you need if you have a good case.
Most K processors will oc to perhaps 5.0.

I think GTX1070 is appropriate.
But, if you have the budget, buy the strongest graphics card your wallet and conscience will permit.
I might suggest a EVGA GTX1070 just in case you might soon want more.
EVGA has a free 90 day trade up option if you should decide you want a GTX1080/ti.
