What monitor do I get

I'm looking for a monitor that can display the best graphics possible I do not really care about the refresh rate as I just want to play single player games and be in awe of the graphics. Budget is around $1000 and I'm buying the 2080ti

Since you are going to get an Nvidia card, I would stick with Gsync monitors as you will has less screen tear when enabling Gsync in your control panel.
They are expensive, but well within your buget.

4k does give a better image but is more demanding. It's opinionated but if you are going with 4k, you might as well have a 27" screen or bigger. Again my opinion, but widescreen is much better for gaming and video editing than 4k. A wider screen enables you to see more real-estate, then a 4k screen.

The widescreen is also Gsync and IPS. Both great for what you need.
