What monitor to pair with GTX 1070 Ti?

Hello! I recently bought and put together a new system from newegg, and noticed a lot of stuttering in GTA V and Sea of Thieves. When I turn off Vsync it does not stutter, but I get a ton of screen tearing. (Specs below)

So, is this the monitor's fault or the system itself? I'm not very experienced in pc building, and freaked out a little considering how much money I spent on this pc. I am leaning towards this being a monitor problem, as it's not the best and only 1080p 60hz.

Since this seems to be vsync related, will the purchase of a GSync monitor remedy this? I am looking at these two:

At its most basic, all I want is to get rid of the stuttering and have a smooth game play regardless of resolution, so if I HAVE to upgrade to 1440p to really make use of the 1070 Ti, so be it, but I have read it should be a great match for 1080p/144hz/Gsync as well?

What do you guys think of these monitors? I am looking to stick with 1080p as opposed to jumping to 1440p, as I would like to keep my settings maxed or as near as possible. As far as I understand it, GTX 1070 Ti is best paired with either 1080p/144hz or 1440p/144hz or 60hz correct?

This is what my pc currently looks like, all of the components are brand new, I only carried over the monitor from my previous build. ANY HELP IS GREATLY APPRECIATED, and THANK YOU for reading this poorly formatted post!

I notice extreme stuttering in the above mentioned games and others when Vsync is turned on with this monitor (BenQRL2455HM). When I turn off vsync, I get a lot of fps and smooth game play, but lots of tearing. My previous GTX 980/i7 4790k was smoother fps wise with this monitor than my new 1070Ti/i7 7700k. So, I am wondering if purchasing a 1080p 144Hz GSync monitor will fix this.
 


Yeah... that is actually my solution right now, I turned off Vsync in all my games, and limited my fps to 90 in RTSS globally. Now i have no stuttering, just tearing, but this is just a work around. I do not understand why this monitor has issues with the gtx 1070 Ti, and did not with the gtx 980. Basically, wondering what is the best monitor to pair gtx 1070 ti with to ensure smoothest game play?
 


90FPS? Isn't your monitor only capable of 60Hz? Try setting it to 60FPS or use Borderless Window mode. Otherwise invest in a 144Hz monitor, it will give you smoother gameplay and a lot less tearing.
 


It goes way over 60 fps when I turn off vsync, and therefore I have massive tearing. If I set RTSS to 60 fps, there is more tearing than 90 fps for some reason. Borderless Window causes massive stuttering. Would a 144HZ/GSync monitor clear up the issue so I am able to play with no tearing and no stutter?
 


Unfortunately, I don't know anyone that currently has a gsync monitor, best i could try is 144hz no gsync. This seems like a monitor issue as without vsync all of the stuttering clears up. On my old i7 4790k rig, I previously tried a buddies gtx 1080 on the same monitor I have now, and also had a massive stuttering problem. So it feels almost like the new cards are too powerful for 1080p 60hz, or an issue with the benq rl2455hm itself, when paired with 10 series cards. Since all of the parts are new this time besides the monitor, it leads me to think that is the problem. I will try out 144hz no gsync first, and probably order a gsync monitor to try out as well. Would you recommend the monitors i specified?

I am hearing bad things about the quality control on the PG248Q, can anyone recommend between these two monitors?
 
Thank you all for the suggestions. So, after many hours of testing, i narrowed the issue down to windows power modes. Bios is set to default, all stock speeds on everything. Under balanced power mode in windows I get stuttering in games, when I switch it to maximum performance mode, the stuttering disappears, but then the cpu is stuck on max speed when doing anything on desktop. Temps also rise because of max cpu speed, giving me a high 30's idle temp. My other pc with a gtx980/i7 4790k does not have this issue, and I am able to use balanced mode just fine. Can anyone help me understand why that is? From what I am seeing on my other rig, balanced mode should be fine?
