What motherboard should i buy ?

I am upgrading my pc soon, i am getting r9 290, FX-8350, http://www.thermaltake.com/products-model.aspx?id=C_00001966 PSU, Cooler Master Seidon 120V + 8GB RAM.
I currently have 6670 and athlon II X2 250, since im upgrading my pc part by part i need motherborad that will support all these elements. What motherboard should i buy, in reasonable price of course. And i have question about PSU is 730W enough ? Is watter cooling only for overclocking or does it reduces noise in summer (i'm not going to overclock any time sooner,just asking).

Second one if you're going to crazy OC your CPU, water cooler not needed, you get best air cooler NH-D14~15 and it will run your CPU at lower temps and quieter

Edit: 730W plenty for all your parts.

OMG its cheaper for me to buy it from USA than to buy it from local store,in my country Gigabyte GA-970A-UD3P is 100 bucks and Asus M5A99FX PRO R2.0 is 160
