"What program do you want to use..." dialog box appears after startup

What can I do to stop this dialog box from appearing after startup?

What file are you trying to open? If you aren't trying to open anything, run a antivirus scan (and malwarebytes too) and check to see if you have something running that shouldn't be there. You can also check the startup section of the task manager to see if anything is out of the ordinary.

If you are unsure what is supposed to be normal, take a screenshot of the task manager's startup and detail tabs and post a link to them here.
