What PSU do I need?

Hi! I'm making my first pc build and I would like to know which PSU should I get. These are the components:

Motherboard: Gigabyte B250M-DS3H
GPU: MSI GTX 1060 GAMING X 6GB GDDR5
CPU: Intel Core i5-7600K 3.8GHz BOX
Fans: 2x front 140mm (the case includes 2x120mm, one for the back and the other one for the top of the case)
RAM: 2x Corsair Vengeance LPX - XMP 2.0 - 4 GB, DDR4, 2133 MHz, C13
Case: Nzxt CA-S340W-B1
HDD: WD Blue 2TB 3.5" SATA 3
Monitor: AOC E2476VWM6 24" LED
Keyboard: AUKEY mechanic keyboard tenkeyless
Mouse: Standard 15£ mouse

These components without the GPU use around 130W.

Now, the GPU says that it uses 120W but recommends a 400W PSU. What does that mean? That it needs a minimum of 120W and uses 400W if needed?

I don't know if I should use a 450W PSU or 550W PSU, and it's important since I would like to get a UPS too, and the price of the UPS changes a lot from 450W to 550W.

PS: If you want to suggest a 140mm fan, please do so. I don't know what should I get.

PS2: I couldn't use any PSU calculator since the GPU specs are far over the limit of the calculators.

IMPORTANT: I'm not going for OC.

The size of the PSU is not going to affect a UPS it only is going to be putting out the amount of power needed for the PC. A 550 watt PSU does not put out 550 watts unless the PC needs that much power.
