Should a Seasonic 520w enough or just go for a 620w?

It depends on what the rest of your system is, especially what videocard you have. The videocard (if a dedicated one of mid to high end) usually draws the most power from the system, so you have to take its power draw into account.

If you have a GPU that has a TDP of around 250Watts, a PSU of 650Watts would be enough. If you plan to OC GPU as well, and if you also plan to use Multi GPU setup, then only you need to think about a PSU around 950Watts-1300Watts.

Your current CPU oc will be stable at 550 Watts but that again as bootcher said would depend on which GPU there is in that rig. 650 Watts would be the safe zone for you in any case.

GTX 960 uses only 120W max. So you can get the 500W but for save is always better have the 600W PSU;

GTX 960 has a TDP of 125-150 watts. So 650watts PSu would be a good choice.

With a GTX960 a good 500 watt PSU will be more than enough. You could go even lower on the watts since the GTX 960 requires a ~400 watt PSU but it would have to be of excellent quality.
