Generally you'll want to spend between 50 and 70 dollars on the Ram. You are looking for CAS 9 or less, ddr3 1600mhz - 2133mhz. You can find different deals each day, but you'll always find 1600mhz(the standard) between those prices and specs. Right now there is an 1866mhz set, CAS 9 that I'd recommend over a 2133mhz set at CAS 11 for the same price. That's an example to show that I'd rate the CAS latency as the more important stat than the overall speed.

okay so less CAS = better most the time and over all speed don't matter to much, but what about the timings example 8-8-8-23 do they matter? an would there be like an optimal one for what I need or they all pretty much same with dif numbers. I also plan to overclock in next 3 months after im pretty sure on how to will that make me change my mind
