This is my first build on my computer with a bit of a budget. I have no idea how well it will run or if everything is the best it could be as i have little experience with computers. Any tips on what to change or upgrade first would be appreciated

I'd seriously consider a better power supply, like:
EVGA 100-B1-0700-K1 700W Power Supply
+12V Rails: Single
PCI-Express Connector: 2 x 6+2-Pin

Should be about $60 to $65
 
1. I would go with a 6th gen i5 and DDR4 RAM.
2. There's no need for an aftermarket cooler for a locked CPU
3. That's a fairly expensive case for someone on a budget
4. That PSU is not good

Here's an example of a build that is hopefully similarly priced, but performs better. Again, if you want to save some money, a cheaper case is the first place I'd look.
