Question What should i choose to upgrade ?

Hello everyone , I'm planing to upgrade my old system:
I5 2500 -2*4gb ram- b75-500w psu. going to sell them for ~ 50$ and with~ 300$ budget
And which is the best choice now ?
:** Combo 1 with intel
-I3 9100f(90$) / I5 9400f (~150$ )
-B310 50$
-16gb ram 70$
-500W psu 30$
Total 250~300$
**Combo 2 with Ryzen :
-Ryzen 1600 (110$)/2600(140$)/1700(160$)
-X370 giga ds3h (60$)
ram 70$
-30$ 500w psu
Total 270~330$
Is 20$ worth it from 1600 to 2600 or extra 50$ for 1700 ?
Or i should pick the Intel system ? Which one will perform better ?
I'll play some games and work with software like AutoCad , revit , Sap , Civil .

Combo 1:
-The H310 mobo you get may not support 9th gen Intel cpu out of the box. It would then require an 8th gen cpu in order to boot the PC, and then update the bios for 9th gen to work.
B365 and Z390 are guaranteed 9th ready out of the box.
-I can't imagine a decent power supply for a gaming/rendering build for a mere $30. This needs to be doubled.

Combo 2:
-X370 mobo might not support Ryzen 2xxx out of the box. 400-series and up do.
-You won't get away with cheaper ram kits on Ryzen like you can with Intel. Ryzen cpus have a fair bit of their performance gated behind ram speed. Get a 3000mhz 2 stick kit at the MINIMUM.
-Psu: same as in combo 1
