What should i do?

Okay I'm looking into getting some new hardware for my computer I'm looking into getting a new video card (960 4gb) But then i'm looking at these other posts talking about if you have a good GPU and a bad CPU it will bottleneck. So now i'm looking into getting a better CPU because mine is a AMD A8-5500 APU which i don't know is good at all. But now the problem is i might need a new motherboard for a good CPU to be compatible with it. So that will leave me with buying a new motherboard and CPU when all i would want to buy is a Better GPU

1 question - Should I keep my CPU and just buy the GPU or will it bottleneck.

2 question - Should i do all the upgrades.

3 question - Just buy a new PC at this point.

It will help if you post your entire build, and not just the CPU, GPU, and motherboard (make sure to include PSU as that is very important.) as well as your budget and what country you live in, and what you use the computer for.
