I currently have

• intel i5 3340 3.1Ghz
• 1x8gb ddr3 1600 Mhz
• 450W alim
• 2 To toshiba hdd
• gt 610

i am asking if i have bottleneck if yes what gpu i had to upgrade to
ps: i am thinking to buy 1030 2gb

With a GT 610 your playing on lower settings but the CPU isn't holding it back and the CPU would accept a better GPU if your playing around 1080P.

The question you should ask yourself is, does this GT 610 work well for the games I play? If the answer is no then a GT 1030 would be a much better choice and anything more powerful then the GT 1030 and you'd probably want to consider replacing the PSU although you may want to do it anyways if it's a low quality unit.
