I have a 2200g and a 1070. I want to upgrade my CPU, And am fine going used. My budget is 400 dollars, And Im ok switching to intel. I would most likely have to get a new MOBO either way, I just want to get rid of this CPU bottleneck.
Thanks

Update: I have a b350

Solution
Try with the stock one that will come with the 3600 first. It will be adequate. If you want overclocking it is a different story, depends on your motherboard as well.

ryzen 5 2600 should be a big upgrade for you. intel core i7 2700 8 cores / 16 threads would be a option if you wanna spend more.
if you wanna spend all 400 get the ryzen 7 3700

i5 9600k + intel motherboard would also work.

if you already have a ryzen mobo going with intel is not very smart choice considering the budget..
whats your mobo? if its b450 b350 u can just update bios and get 3700x that works very well with 1070

Like the others asked, what's the rest of your hardware?

It sounds like you have an AM4 motherboard. This means Ryzen is going to be the best option for you. If you just have 8GB of RAM, you might consider upgrading to a Ryzen 7 2700 processor and to 16GB of RAM, which should fit in your budget. Ryzen 7 3700 would be faster, but it wouldn't leave you much room to upgrade your RAM also.

You said dollars so I assume you are in the USA. What problems do you have with the motherboard? I would consider changing it if it defective only.

You said you have 400$ budget. Then buy this https://www.newegg.com/amd-ryzen-7-...tion=ryzen&cm_re=ryzen-_-19-113-567-_-Product
Ryzen 7 3700x with a bios update your motherboard will fully support this CPU without any performance penalty. It costs 329$ and yes their the option of 3800x but it is not worth to shell out extra 70$ for a small clock increase only.

If you are gaming only you should save your money and buy Ryzen 5 3600..... https://www.newegg.com/amd-ryzen-5-3600/p/N82E16819113569

With the saved money, go buy yourself some beer.

Update: I have decided on purchasing a 3600. I don't have a very good cooler (Stock) , And already have 16gb of ram. What cooler should I get? Note: I am not the best at building computers, So It would be most perferable that I don't have to install like a water cooler. However, If it is best I'll go on a YT Binge to learn how to do this for my week off that I got while I wait for it to get delivered.
