3700x is a better fit for the future as it'll be capable of driving faster cards and even your current gpu. You'll see an improvement and it'll probably convince you to hold off for now until new GPUs drop.

CL 19 is ok. CL 16 would be preferred but you already have 3600 ram so wouldn't change it. Would only suggest going 3600 CL 16 if you had lower speed ram.
What resolution and targeted refresh rate are you aiming toward and in what applications?

Nvidia's 3000 series are rumoured for around August. Not far away. Might be worth to wait and see.

Maybe upgrade cpu first to an 3700x (and faster ram to 3600 CL 16?) in anticipation for new graphics cards.

I have 1080p 165hz refresh rate. But im saying for the future if im unsatisfied with the performance and fps im getting what should I upgrade first? What component of the 2 will give me highest FPS boost. Also I have 3600 CL19 ram is that good?

Most games nowadays are more gpu demanding, your processor is capable of running the rtx 2070 with less than 8% bottleneck, I suggest upgrading your gpu just make sure you have at least 16 gigs of ram to be more future proof, also have you over clocked your r5 2600x?

No im scared to do that because this is my first ever custom gaming pc. And yes I have 16 gigs.
