What should I upgrade first?

So its upgrade time for my PC, and I'm not sure what I should upgrade first. It's in between my CPU and GPU, I have an Intel core i3-4130 CPU at 3.40GHz and an NVIDIA GTX 660 2gb card. I will be upgrading to an Intel core i5-4690k an the MSI GTX 970 just not sure what order to upgrade in. I have a 600 watt power supply so that shouldn't be an issue.
 
600w means almost nothing in terms of a power supply. it may work, it may not. what is the exact model of the one you have?

also, you realize, the i5-4690k, the k means it is unlocked for overclocking. this means, to overclock, you will need to spend more money on a Z97 series motherboard if you dont have one, a sufficient cooler, and possibly a new operating system depending on what you purchased originally. the whole combo of those 4 parts will add around $200 to your cost and give you nowhere near $200 worth of performance. you could save the money and get a gtx 980, a xeon and get much better gaming performance. the xeon will give you the performance of an i7-4770 (non-k)

I have a corsair series cx 600w power supply and I didn't have any conflicts on PC part picker using that PSU as for K processor I plan on overclocking it in the future as I want this to be a good overall PC and not solely for gaming. That being said do you still think that the Xeon would be better in overall performance? I wanted to make this more of a show PC (you know with a window and LED's) in the future and plan on upgrading every part in it so I can just pass on the old PC to my younger brother who is without a Desktop. I'm just looking on what I should look into purchasing first as I heard CPU's can bottleneck GPU's and I wasn't sure if that's what's happening in my PC or if I just have an extremely old GPU.
