It would be better to upgrade the whole pc, otherwise I'd say the cpu first.

No... actually ...yes... you should change it all (except the video.. it is fine for now).
But if it's not possible, buy i5 6500, second hand or if you can find even i7 6700 would'be good enough, for gaming let's say.
About speeding up the system buy SSD.

Short answer CPU and SSD if you can't change the platform.
