What should I upgrade?

My Current Setup -

Corsair Bronze 750w PSU
CPU - i7 4790k 4GHz
GPU - NVIDIA GTX 660ti
Motherboard - Asus Z97-PRO
CPU Cooler - Arctic Freezer Pro 7 Rev 2
3 x 120mm case fans
1TB WD Hard-disk
8GB DDR3 RAM

I'm thinking getting 16GB DDR4 RAM, 1TB SSD, 650W Gold PSU

Or

Getting GTX 1070 / 1060 with 650W Gold PSU

Which would be better for performance?

upgrade the GPU
and depending on your PSUs age, upgrade to a QUALITY unit (not some 40 bucks gold junk)
a 1 TB SSD is excessive. but maybe a 150-400GB SSD for your OS and some apps would be nice.
16GB RAM is not really necessary, unless you plan on playing a lot BF1, Cities Skylines or heavily modded GTA. otherwise 8 GB RAM is enough for now.

Or do i go for the 1060 or is it not much of an upgrade from 660TI? get a 250GB SSD & new PSU?
 
Depends on what your goal is.
Do you want to max any game on a 144 Hz 1080p display? Grab a 1070

Are you bugged by general loading times, browser performance and things of that kind? A SSD is more important.

For balance a cheaper ssd that's not as fast and the newest ssds but still way faster than a HDD might be a good compromise (like a Samsung 750 Evo)

If you're running a 1600x900 screen a 1070 is wasted money anyway and the 1060 is a better bet.

Also it.depends on the 1070 you're picking.
For example I saw this shop which offered a Palit Gamerock for 450 but an Asus Strix for 500$
Going for the Palit card would allow for a small SSD while the GPU would still perform the same, just hasn't Asus printed on it.

So it kinda depends on your budget and the shop you're buying from
