What the heck is wrong with my temperatures?

This is really starting to grate on me now.

i5-4670k / Fractal Design R4 / 1 140mm Intake & 2 140mm exhaust fans.

Using a 212 evo I couldn't cool beyond 1.23volts.

I've just upgraded to a NH-D15 with both fans and while my coolings better .. it's still no where near as good as I see lesser specc'd people get? For example as a feeler I just ran 1.3v and after 25 minutes I was getting spikes of 87 degrees (similar voltage saw 92 on the Evo).

I applied the past multiple times on the Evo and it didn't help. Now I'm at a complete loss to be honest?
 


Every CPU chip is different, due to minor variations during the chip manufacturing process, and every chip yields different results. Additionally, I had both side panels off my case when I was running Prime95 and that may have affected the results. Some ppl have posted MUCH better results (lower temps and lower Vcore) than mine.

In all honesty I was aware of the 'silicone lottery' in terms of how low a voltage can be ran for a given clock but I didn't realise that the TIM was a gamble too. Seems I got unlucky with both. High voltage requirements and poor heat dissipation 🙁
 


The TIM inside the CPU started to become a problem with Sandy Bridge onwards. Ivy Bridge and Haswell also run hot.
