I have a stack of drives that I still need to try and recover data from

what tools do you recommend to get to have the best chance at recovery at home

are there tools for diagnostic port that I can buy on ebay or something?
and what software should I use to have best possibility of recovery

This depends on what is wrong with them.
If Windows can see it:
TestDisk
Recuva
PhotoRec

If Windows cannot see the drive at all, you're probably out of luck.

All you can do is try. But, the more you mess with them, the closer they are to actual dying.

And it might be helpful to get an external USB dock for these. Makes connection much easier.

A USB-SATA dock just makes connecting them a lot easier.
You can turn on the drive after the system and its OS is already booted up. If you were to connect one internally, and the drive is actually faulty..it may prevent the system from actually booting up.

And you can change to a different drive without having to reboot the system.

A dock like this: https://www.amazon.com/Cable-Matters-Docking-Station-Support/dp/B0099TX7O4
I have one, it works great.
