What will happen if my monitor is 60hz but the game is going at 90hz? Will it skip frames or something? I don't know but i heard about this and im not sure if it was true or not.

Solution
You will most likely get screen tearing.

For example:

I see, and what fps does V-sync cap the game at? Also when should I upgrade from a gtx 1070? (with and without overclocking)

My preferences are 75fps at 1080p. How long do you think?

Also when i turn v-sync on will the fps count the monitor fps or the fps that the gpu is exerting? For example, if I turn vysnc on for a monitor that has 75hz, will the fps counter never go above 75?

Considering the GTX 1070 can handle 1440p quite well, you'll have a few years.

But then again graphical fidelity can exponentially jump in the next year or two that will even make the GTX 1070 sweat.

This is a very difficult question to answer without having a crystal ball to tell the future.

The GPU will only render at 75 frames per second.
