I would like something on the cheap side nothing too expensive and a laptop that has microsoft word and powerpoint on the laptop

Buy whatever you want/can afford and then get Office 365 Personal subscription, it's only $69.99 and you can actually install the newest version of office on two computers at once. Do NOT buy a fullsized laptop that includes office, since it will be more expensive over the life of the device than Office 365!
