What xeon should i get ?

what intel xeon would you recommend that i should get and a video card fo it ?

my budget is around 380 to 300 usd ..

Presuming you want hyperthreading, the E3-1231 v3 is the least expensive Xeon (the E3-1270 v3 is a bit faster, but the higher cost is tough to justify). If budget is a constraint, then the E3-1220 v3 (no hyperthreading) would be a good buy. Personally I'd go with the E3-1231 v3.
