Thats the pc i currently own, its running with a gtx 650
My budget is about $300
I saw this r9 290 at new egg today on sale for $250, is it any good

Or shoudl i go for a 970, just trying to get a card that can last me a couple years and be able to handle the withcer 3 1080p with good fps maxed out. ANy recommendation welcomed.

Gtx 970 will max out every game today at max settings and +60fps at 1080p.

There is no sure way to be sure in two years.

If you like your 650 then stay with nVidia, easier then having to remove and install new drivers, I have experience with 750Ti, 770, and 780Ti, all are FANTASTIC cards and have never seen slowdown in gaming (1080p)

960 is going to get a revamped 4GB memory set, and the 970's are around your budget, and great benchmarks.
 


that r9 290 is going for 250 right now tho, thats real cheap.
 


The R9 290 is a solid card that will perform equal to or slightly below a GTX 970 according to this series of benchmarks:

It does run warmer and requires slightly more power than the GTX 970. That being said, if you are saving $100, the R9 is clearly the better value for very similar performance. Besides, a GTX 970 costs more than your budget of $300.
