What's a PC for high performance gaming?

I am looking into buying all new parts for a new gaming build. Right now I can run most games, like battlefield 4, on the highest settings and get about 30-45 fps. I would like to be able to run the same settings but above (preferably well above) 60 and not worry about future titles needing to be ran at lower settings for a while.
There are a few parts I am stuck on and don't really want to change unless you can convince me otherwise. gtx 780 or 780 ti graphics card and water cooling for the cpu and possibly for the gpu as well. I do plan to overclock.
I put together a couple of parts lists myself but I would really like some other opinions or options I didn't think of.

I knew I would forget something, I am looking at two different budgets.

$2500 and $1500

I would love to stay around 1500 but all of the builds I put together that I actually like the specs on are a bit over 2000.
