Question Whats better One fan blowing in pc or one taking air out

If you mean you will install the fan in the rear panel, and the answer is yes.

An exhaust fan on the rear inline with the airflow from the CPU cooler is most efficient. Next would be exhaust on the top, near the CPU. It will create a negative pressure which will cause room air to come into the case from any available opening.

It would depend somewhat on the case. A side intake is best, if your case allows for one. If not, then a rear or top rear exhaust is slightly better for the CPU cooling.
